If you're right at the very beginning of considering a duplex or townhouse development, the first step I would recommend is research.
👀Look around your area and see what blocks have been developed of a similar size. Check where the market is at currently for recently sold similar sized developments in your area, talk to a couple of your local real estate agents.
Then check with your local council on the zoning laws for your block. The easiest way is to go in person to your council and talk with their building division about what may be allowed for your block size.
💲For build costs, a lot of builders will require town planning approval before they look at quoting for the build, as this will determine what can be built according to council regulations and your land setbacks.
There are builders who specialise in developments. They can take you through the full process from an initial build estimate, concept design, drawings, planning approval through to construction and completing the full build.
Or a building designer can arrange & prepare all the necessary surveys, preliminary plans and reports to submit for planning approval so you can confidently go to multiple builders for quotes. They also will have builder contacts that they can recommend.

Typically when folks think about adding a second suite to their house or investment property, they’re probably thinking about doing it to a detached home. This makes sense, because it’s a better setup overall as you get the privacy and space needed.
In other cases, they may consider doing a conversion to a semi-detached house. This is not as ideal as a detached, because you have one neighbour attached to you, and you reduce the options for windows since there’s a shared party wall. But in most cases, we are still able to make it work and function well as a second suite.
What if we were to consider adding a second suite to a townhouse? Is that out of the question?
It’s not out of the question, but there are conditions and unique challenges. If we are able to overcome these challenges, then it can be a viable option.
The reason this is worth considering is for 3 reasons:
Many cities are now allowing townhouses to also contain second suites in their by-laws
The cost to acquire may be significantly lower than a detached or semi-detached house
Tandem parking allowances or removal of additional parking requirements makes meeting by-laws easier
